He has been detained on suspicion of cultivation of a Class B drug, conspiracy to supply a Class B drug and transfer of criminal property.
He is being questioned by detectives in Lurgan.
The plants were found in a Chinese restaurant on Main Street, Greyabbey last Friday.
A man and woman have already appeared in court on similar charges.
