Officers raided the property in the Drumarg Park on Tuesday morning, seizing herbal cannabis worth an estimated £1'000.
They also uncovered and seized equipment suspected of being used for the cultivation of cannabis.
The man was arrested on suspicion of possessing a Class B drug and possession of a Class B drug with intent to supply.
He was later released on bail pending further inquiries.
