Teen suspect in WWII veteran fatal beating arrested - RT

The police have arrested one of the two teens suspected of fatally beating an 88-year-old World War II veteran at the Eagles Lodge in Spokane on Wednesday evening.

The suspect, described as a juvenile, has been charged with first degree murder and first degree robbery, KXLY television reports.

Former US infantryman, Delbert Belton, known as "Shorty" by his friends at the Eagles Lodge, served in the US Army in the Pacific during World War II and was shot in the leg during the Battle of Okinawa.

Witnesses say the veteran was in the parking lot of the men's club on Wednesday evening, about to join friends in a game of pool, when two male suspects attacked him.

"It does appear random. He was in the parking lot, it appears he was assaulted in the parking lot and there was no indication that he would have known these people prior to the assault,"
Spokane Police Major Crimes Detective, Lieutenant Mark Griffiths, said.

Belton, 88, succumbed to his injuries on Thursday morning at the Sacred Heart Medical Center.

A friend, Ted Denison, told the Spokesman-Review paper that he was planning to go to the Eagles Lodge when he heard Belton had died.

"He put his life on the line for our country to come home and 60 years later? Get beat to death? That's not right," he said.

Belton's sister, Alberta Tosh, told the newspaper that her brother "went through hell" during his years in the US Army and "came home shell-shocked pretty bad."

After the war, he spent 33 years working for Kaiser Aluminum and led a full and busy life following his retirement in 1982.

Tosh added that he enjoyed dancing, repairing old cars and was always surrounded by close friends and loved ones.

Before the attack, Belton was waiting outside the lodge for a female friend because he didn't want her to walk in alone, the Spokesman-Review paper reported.

K-9 police attempted to track the suspects' trail right after the attack, but were unsuccessful. However, video surveillance footage captured images of two men – one in the parking lot and another in a nearby convenience store – suspected of being the assailants in the attack.

With one suspect detained, the Spokane Police Department is currently working to track the second attacker down.

The police described the suspects as two male African Americans between 16 and 19 years old. One suspect was said to be heavy set and wearing all black clothing.

The other was described as being about 6 feet tall and 150 pounds. There was no information on what clothing the second suspect was wearing, aside from a silk do-rag.

Suo motu on Karachi violence: Almost 5000 people killed in two years, says IG - The Express Tribune

According to Baloch, 1,023 of these victims fell prey to senseless targeted killings, 206 were killed on political basis, 225 on sectarian basis, 353 for ethnic differences and 239 were personnel of law enforcing agencies. PHOTO: FILE

KARACHI:

A total of 4,952 people – 4,521 in the year 2011 and 3,924 in the year 2012 – were killed in the city between August 24, 2011, and August 27, 2013.

The police have, however, registered only 1,455 of these cases, Sindh IGP Shahid Nadeem Baloch told the Supreme Court larger bench on Friday. The apex court judges were hearing the Karachi law and order suo motu case at the SC Karachi registry.

According to Baloch, 1,023 of these victims fell prey to senseless targeted killings, 206 were killed on political basis, 225 on sectarian basis, 353 for ethnic differences and 239 were personnel of law enforcing agencies.

Perhaps due to the staggering death toll, the federal government also assured that it has decided to rather sit in Karachi to take 'important decisions' to maintain the law and order situation on the third day of the hearing. The federal cabinet would meet on September 3 to ensure the enforcement of the citizens' fundamental rights under the Constitution, said the attorney general Munir A. Malik.

Headed by Chief Justice Iftikhar Muhammad Chaudhry the larger bench postponed the hearing of the case till September 18, directing the attorney general and the advocate general to submit their reports.

CJ Chaudhry asked Baloch about the number of CCTV cameras that are installed and functioning in the city, to which Baloch replied there were only 650 cameras and some of them do not work. Chief secretary Muhammad Ijaz Chaudhry said 1,600 CCTV cameras were to be installed but the project could not be completed. The bench came hard on the secretary who was not aware of the actual number of operational cameras in the city. "Neither the IG nor the chief secretary is aware," he said. "Should we call the chief secretary of Balochistan?"

AG Khalid Jawed said that the Sindh government had passed the new arms law in January this year, adding the National Database Registration Authority is going to start issuing computerised arms licences from today (Saturday). The judges questioned why NADRA had taken seven months. "There is no degree of urgency," noted Justice Jawwad S Khawaja.

CJ Chaudhry again turned to the chief secretary to demand why the CCTV cameras project was delayed. "Is there any justification for the blood that is being shed on the streets," he asked. The advocate general said the Sindh government has decided to fix the tenure of an SHO to a minimum of six months to one year, adding the government would also send a list of competent officers to the federal government for their appointment.

The bench observed that the federal and provincial governments have resolved to ensure protection to the life and liberty of the residents of Karachi. "We will not be encroaching upon its (government's) areas," he clarified.

Lamar Odom-Khloe Kardashian Cheating Scandal: Marriage Rocked by Sex ... - International Business Times AU

Despite assertion by Kris Jenner that divorce is not happening between Lamar Odom and Khloe Kardashian, recent reports claim that they indeed, could be headed to splitsville after four years together.

The Odom-Kardashian cheating saga has however, turned for the worse when it is reported that their marriage is rocked not only by a sex scandal but also by drug abuse.

Khloe has reportedly thrown the towel and gave up on Lamar. AceShowbiz is reporting that she threw out her husband not only for the cheating scandal he has been embroiled in. But things have also totally fallen apart between them with reports that Lamar has been using drugs and he refuses to enter rehab.

IBTimes-AU reported last week that Khloe has accidentally leaked and hinted that she and Lamar are not staying under the roof, "confirming" earlier speculations that the NBA player has been staying at a hotel in Calabasas, Calif.

Khloe has been spotted arriving at the said hotel, proving that her love for her husband remains as strong and they are trying to work things out amid the cheating scandal, even if it meant not sleeping in the same bed.

She was last seen leaving Equinox gym on Aug. 23 and the Keeping Up with the Kardashian star was sure a picture of sadness which she was trying to hide behind "oversized dark shades" and hooded sweater.

But the rumours are louder and bigger than her oversized jacket.

The former X-Factor USA host reportedly closed doors on Lamar and refused to take him in at their home. Apparently, Khloe felt she has had enough with Lamar womanizing and drug use.

She has reportedly been convincing Lamar to go to rehab and stay clean like he was at NBA's last season, when the player managed to stay drug-free while playing for the Clippers.

But after the season, he picked up the same habit and it could have even gotten worse for him to disappear.

A source close to the couple claims that Khloe still want to save Lamar, amid divorce rumours.

"Khloe is more concerned about saving Lamar than ending her marriage," the source was quoted as saying by AceShowbiz.

The news Web site also noted Khloe's cryptic message on Twitter that said:
"Never judge someone without knowing the whole story. You may think you understand but you don't."

She also said, "Stop trying to figure me out and get to know yourself first."

Jamaica Anti-Gay Violence Continues To Escalate After Man Stabbed To Death ... - Huffington Post

In the latest instance of Jamaica's dangerously pervasive homophobic climate, a 41-year-old allegedly gay man was reportedly stabbed to death, his car stolen, and his house set on fire while his body was still inside on Aug. 28.

The Jamaica-Gleaner News Paper, reportedly citing the Western Bureau, stated that "renowned Montego Bay hospitality worker Dean Moriah was early this morning killed at his Bogue Village home in Montego Bay, burnt by unknown assailants. The police say Moriah was stabbed several times before the house was set on fire with him inside."

Additionally, a mob attempted to attack two men they perceived to be gay following a minor car accident on Aug. 23 in Jamaica.

The victims were forced to take refuge inside of a local police station in Old Harbour, St. Catherine, after a resident accused the men of being gay and a violent mob formed in response, according to a video released by Jamaica LGBT News.

It is worth reiterating that there are no confirmed reports that these latter two men actually identified as gay. Rather, the angry mob mentality sparked from a perception and assumption framed by Jamaican attitudes toward LGBT individuals.

Jamaica -- historically understood to be one of the most anti-gay countries on the planet -- has seen a disturbingly high number of instances of violence targeting the LGBT community this month alone.

At the end of July, a a mob reportedly chopped and stabbed Dwayne Jones, a gender non-conforming teen, to death at a party after attendees realized that Jones was biologically male. Last week, five men were trapped and barricaded inside of a house by the residents of their village after an "alleged homosexual man... made statements that made them gravely concerned."

Since Time magazine branded Jamaica as "The Most Homophobic Place In The World" in 2006, attitudes and awareness surrounding the the country's "abominable crime" legislation and violence against LGBT individuals has increased. In fact, last Wednesday LGBT advocates protested outside of the Jamaican embassy in D.C. in repose to Jones' brutal murder last month.

John Kerry says Syria chemical attack killed at least 1429 people - Los Angeles Times

Kerry, trying to overcome doubts about the Obama's administration's anticipated military strike on Syria, said the intelligence community has documented with "high confidence," from "thousands of sources," that Syrian forces prepared for days to attack entrenched rebel forces and then, on Aug. 21, fired gas-filled shells that killed at least 426 children, as well as adults.

"This is evidence," Kerry said in an appearance at the State Department. "These are facts. The primary question is what are we ... going to do about it?"

MORE: Read the U.S. intelligence report on Syria

Kerry's statement came at a time when the British government has pulled back its earlier support for any U.S.-led retaliatory strike, and some other governments and U.S. lawmakers are demanding more time to consider whether the evidence justifies an attack on Assad. But while some American and foreign officials have concluded that the evidence is not airtight, Kerry insisted that it is.

He said the intelligence community has evidence of the Syrian army's careful preparations for the attack, including the way it ordered soldiers to put on gas masks.

Evidence also shows that the rockets were fired only from government-controlled areas, and only struck rebel-held zones, Kerry said. Also discovered was a record of a senior Syrian official confirming that the government used chemical weapons, he said.

Kerry added that the Obama administration has other evidence it can't reveal to the public or lawmakers because it would put at risk intelligence "sources and methods."

U.S. officials have signaled that a retaliatory cruise-missile attack on Syria could begin as early as Saturday night.

Kerry insisted that the administration still has international support for an attack, despite the loss of Britain. He cited statements from the Arab League, the Organization of the Islamic Conference and Turkey condemning Syria's action, and said the U.S. had the support of France, Australia, as well as others.

He argued that even though Britain and other countries have urged that United Nations deliberations be held on the subject, there is no chance the U.N. Security Council could favor action because of the "obstructionism" of Russia.

If the United States fails to respond to the crimes of the Syria "thug," he said, it will encourage other regimes to use chemical weapons. He said it would endanger U.S. allies such as Israel, Jordan and Turkey, as well as the United States itself.

And he contended that failure to act will encourage Iran to press ahead with its suspected nuclear weapons program, without worrying that world powers will try to bring it to a halt.

Kerry sought to rebut arguments that U.S. action will be a repeat of the 2003 invasion of Iraq, based on the erroneous belief that Saddam Hussein had weapons of mass destruction.

He said the United States is not seeking regime change in Syria, or to begin a continuing military role in the country's more than 2-year-old civil war.

"History would judge us extremely harshly if we turned a blind eye," he said.

Lamar Odom to lose driver's license after DUI arrest, CHP says - Los Angeles Times

California Highway Patrol Officer Leland Tang said Odom was unable to complete a field sobriety test, and once at the station he refused chemical tests to determine his level of alleged intoxication.

Drivers suspected of DUI may refuse to take tests in the field, but once they are at a police station, they are required to take a chemical test. If they refuse, they lose their driving privileges for a year.

DOCUMENT: Lamar Odom's arrest report

"He did the one thing you should never not do: refuse the chemical tests," Tang said.

By obtaining a California driver's license, drivers consent to have their breath, blood or urine tested if they are arrested on suspicion of driving under the influence of alcohol or drugs. A driver does "not have a right" to consult a lawyer beforehand, according to the California Department of Motor Vehicles.

"If you refuse to submit to any of the tests, your driving privilege may be suspended because of your refusal," according to the department's handbook. It adds: "Even if you change your mind later and agree to a test, and your BAC [blood alcohol content] measures 0.01% or higher … your driving privileges may be suspended for both reasons."

Odom was released Friday morning after spending about 3½ hours in jail.

The 33-year-old basketball star was released after posting $15,000 bond and is expected in Van Nuys Municipal Court on Sept. 27.

The 6-foot-10 forward, who most recently played with the Clippers and is now a free agent, was arrested early Friday after a California Highway Patrol officer observed him driving erratically on the 101 Freeway in the San Fernando Valley, Tang said.

CHP officials said Odom was in a white Mercedes sports utility vehicle eastbound on the 101 Freeway near Sepulveda Boulevard just before 4 a.m. when he was spotted driving below freeway speeds, at about 50 mph.

A CHP report notes that Odom was driving in a "serpentine manner." He showed signs of being under the influence of either drugs or alcohol and failed a field sobriety test, according to the CHP.

At the Van Nuys jail, Odom refused all chemical tests and was booked without incident, Tang said. An inventory of Odom's SUV revealed no drugs, alcohol or other contraband, Tang added.

Odom was booked into custody at 5:01 a.m. and released at 8:33 a.m.

His agent, Jeff Schwartz, could not immediately be reached for comment.

Odom has made headlines in recent weeks for alleged drug use, including reports last weekend that he was missing after a fight with his wife, Khloe Kardashian Odom.

His agent told ESPN that the basketball player was "not missing," and a source told the outlet that Odom was at a Los Angeles hotel as friends tried to help him with a drug problem.

Kardashian Odom tweeted about the reports, saying it was "really hard to sit here and listen to people talk … about my family."

Before murder arrest, ex-NFL player left trail of brushes with violence - Montreal Gazette

BOSTON - When Aaron Hernandez first went before a judge to face a murder charge, a defence attorney said the former New England Patriots tight end had never been accused of a violent crime. But Hernandez is apparently no stranger to violence.

Since he was arrested last week in the shooting death of a friend whose body was found a mile away from his home, a portrait has emerged of a man whose life away from the field included frequent connections with police-related incidents that started as long ago as his freshman year at the University of Florida.

An acquaintance who sued Hernandez, claiming he was shot after a fight in a strip club earlier this year. A 2007 bar fight that left a restaurant worker with a burst ear drum. An unsolved double murder at a Boston nightclub last summer. All violent incidents, all with possible ties to the once-dominating athlete who now sits in a private cell for his own protection.

Hernandez has pleaded not guilty in the shooting death of 27-year-old Odin Lloyd, whose body was found June 17 not far from Hernandez's North Attleborough, Mass. mansion. His defence team has called the case circumstantial and has said Hernandez looks forward to clearing his name.

But even before the 23-year-old's recent arrest, public records and interviews show he had been involved in police inquiries in the past, first in Florida and then in the Boston area.

A sworn court complaint from Florida's Eighth Judicial Circuit details Hernandez's apparent involvement in an April 2007 fight at a restaurant called The Swamp in Gainesville, Fla. The partially redacted document says the restaurant worker told police that Hernandez, who was then 17, punched him in the head while he was escorting the subject out of the business after a dispute about an alleged non-payment of a bill.

Tim Tebow, now a member of Patriots and at the time Florida's star quarterback, is listed as a witness. The report said Hernandez asked him to intervene in the verbal dispute before the assault.

The complaint classifies the offence as "felony battery." It wasn't clear Tuesday how the case was resolved.

Also in 2007, Hernandez was among three Florida football players and another who had gone on to the NFL questioned by Gainesville police after a double shooting that happened after a Florida loss. Police said the players provided the information investigators wanted. No charges were ever filed.

A request for comment left with a spokesman for Hernandez's legal team Tuesday evening was not immediately returned.

Although Hernandez is facing a murder charge, his current legal troubles may not end there.

Police in Hernandez's hometown of Bristol, Conn., said Tuesday that Boston police asked for their help with a double homicide investigation linked to the former NFL star.

Bristol Police Lt. Kevin Morrell said the request was based on evidence developed through the investigation of Lloyd's slaying. He said police were asked to search the same home in Bristol for both investigations, and they seized a vehicle at the address Friday.

Two men died in the shooting in Boston's South End on July 15, 2012 and another was wounded. Witnesses reported seeing gunfire coming from a grey SUV with Rhode Island plates. Authorities said 29-year-old Daniel Jorge Correia de Abreu and 28-year-old Safiro Teixeira Furtado were killed, but police didn't identify the third victim.

Boston police have declined to comment on whether Hernandez is being looked as a possible suspect in that case from last summer.

Hernandez has been connected to still more incidents involving guns, although none have resulted in criminal charges against him.

A man who claims Hernandez shot him in the face in February after an argument at a Florida strip club filed a civil lawsuit days before police arrested Hernandez.

Plaintiff Alexander Bradley claims in the civil action that Hernandez shot him with a handgun, causing him to lose his right eye. But after someone found the Connecticut man bleeding in an alley behind a Palm Beach County store after hearing a gunshot, he told police he didn't know who shot him and gave only a vague description of possible assailants.

Bradley's lawyer David Jaroslawicz wouldn't comment on Tuesday about the nature of the alleged dispute between his client and Hernandez. He said the two flew to South Florida together before getting into a dispute at a Miami club.

The attorney said Bradley, who worked for Stanley Steamer before the shooting, had done some work for Hernandez and that the two also hung out socially a few times and had known each other for several years.

"Whether or not Hernandez shot him deliberately or accidentally only Hernandez can tell us and right now he's not doing too much talking," Jaroslawicz said in a phone interview.

Authorities have also linked Hernandez to a May 18 fight outside a bar in Providence, R.I., that involved a gun.

A prosecutor with the Bristol County district attorney's office has said that a man who matched the description of a man seen on video with Hernandez on the night of Lloyd's slaying was seen putting a gun under a car during the Rhode Island incident.

Authorities traced that gun to a Florida gun shop.

Then following Lloyd's death, police said they recovered a .22 calibre gun about a quarter-mile from the defendant's home — a weapon authorities said was traced to the same store.

Son of Suriname president arrested on drugs and arms charges in Panama ... - Daily Mail

  • Dino Bouterse, director of South American country's anti-terrorism unit, was arrested

By Associated Press

The son of the president of Suriname has been arrested on U.S. drug and weapon charges, federal prosecutors said Friday.

Dino Bouterse, director of Suriname's anti-terrorism unit, was arrested on Thursday in Panama by local authorities and turned over to U.S. agents, said Preet Bharara, U.S. attorney for the Southern District of New York.

His arrest comes as his father, Desi Bouterse, himself convicted of drug offenses, hosts the annual UNASUR summit for leaders of South American countries.

Officials in Suriname announced on Friday that the opening statement by Desi Bouterse would be postponed by several hours.

Local government officials have declined further comment.

Dino Bouterse was scheduled to appear in Manhattan federal court on Friday afternoon after being flown to New York late on Thursday, officials said.

'Bouterse is a significant drug trafficker,' said Derek Maltz, special agent-in-charge with the U.S. Drug Enforcement Administration.

Bouterse faces a U.S. federal indictment alleging he worked with a man identified as Edmund Quincy Muntslag to smuggle cocaine into the United States starting in or about December 2011. It also charges him with violating firearms laws by brandishing a light anti-tank weapon during the narcotics offense.

The indictment says Bouterse was involved in smuggling a suitcase filled with 10 kilograms (22 pounds) of cocaine aboard a commercial flight from Suriname to the Caribbean in late July.

Federal prosecutors said Muntslag was arrested Thursday in the Caribbean island of Trinidad.

Bouterse's father is a former coup leader and convicted drug trafficker who was elected president of Suriname in July 2010. Shortly after his inauguration, Bouterse appointed his son as director of Suriname's Counter Terrorist Unit, drawing heavy criticism from opposition legislators who expressed concern that no legal framework was created for the unit to operate.

In 2011, unit officials were criticized for acting as police officers when they killed two men suspected in several violent crimes.

In August 2002, prosecutors in Suriname charged Dino Bouterse with stealing 50 guns from the government intelligence service. Police at the time accused Bouterse of fleeing to Curacao to avoid arrest, although his father said Bouterse had traveled there for personal business.

A year later, prosecutors dropped charges, citing a lack of evidence.

Police detained the younger Bouterse again in September 2004 after seizing a large number of assault weapons, ammunition and 1 kilogram (2.2 pounds) of cocaine from a local auto shop.

He was sentenced to eight years in prison in August 2005 after a judge found him guilty of leading a ring that trafficked in cocaine, illegal arms and stolen luxury cars.

The president, a two-time dictator who first seized power during a 1980 coup, was convicted in absentia in 1999 on drug trafficking charges by a court in the Netherlands.

At home, he and 24 associates face trial on charges of killing 15 prominent political opponents in 1982, but the case has been stalled while courts determine if they are covered by an amnesty law adopted last year.

Bouterse has said he intends to run for a second elected term as the 2015 elections approach. The former Dutch colony of some 560,000 people is located on the shoulder of South America.

Its economy relies largely on exports of alumina, gold and oil, although roughly 70 percent of is population lives below the poverty level.

Why send him here to my country? Don't you think we have enough problems?

There's just way to rehabilitate some career criminals.......The UN must really start to look at ways of put a stop, to known and convicted criminals being elected into political office....It makes a mockery of genuine Democracy.

Trenton becomes 'numb' to near-constant violence; new murder record set in ... - NJ.com

By Alex Zdan
and Jenna Pizzi

TRENTON — Inside Italian Peoples Bakery on Butler Street this afternoon, the calm order of business as usual had returned.

A man walked to the deli counter to order a turkey and provolone hoagie. Ten cannolis were being filled to satisfy an order. Lottery tickets were bought.

It was a marked change from the day before, when a city man was shot numerous times and killed on the sidewalk in front of the landmark bakery's front door at lunchtime. The slaying, which set an unwelcome record for the city, came after two men had chased the 26-year-old victim on foot from Hamilton Avenue, firing as they ran.

Carmen Guagliardo, the bakery's owner, was back at work again today, presiding over the serving of customers. He said the brutal killing hasn't changed how the business relates to the Chambersburg neighborhood.

"Gang members are problems," he said. "Neighbors and employees, that's who we serve."

Guagliardo talked about the violence in a matter-of-fact way, speculating that people in Chambersburg have become too accustomed to the city's violence.

"They are numb to this," he said.

The midday fatal shooting in front of the bakery left Brandon Nance dead and set 32 homicides as the new benchmark for yearly slayings. Unfortunately, the mark comes with time to spare. Four full months of the year remain before the calendar turns over.

At-large Councilman Alex Bethea has been thinking of those who have died so far this year, and of all the family members and loved ones left behind in the tragic wake of shootings and killings.

"I pray that God will give us a little more wisdom on how to handle this situation," Bethea said. "It certainly has been a challenging one."

Georgette Truitt is a Sanhican Drive resident whose teenage daughter was shot in the leg in front of their home in June. Truitt said the rampant drug dealing and occasional shooting in her West Ward neighborhood has robbed her of enjoying the outdoors.

"I used to enjoy sitting on my porch, I don't anymore," she said. "It's not safe."

Police Director Ralph Rivera Jr. said the year's violent crime has been a challenge for the department.

"If you look at overall crime, it's a little bit down," Rivera said Thursday. "But the reality of life is our shootings and aggravated assaults and homicides are up."

Mayor Tony Mack has not been available for comment on the latest killing, and has attempted to deflect questions about crime and public safety in recent days. Mack has said he believes media coverage of crime in Trenton does not compare fairly with the news reported from suburban towns.

The previous city record of 31 slayings was reached in 2005 during the administration of Mayor Douglas Palmer, as gang warfare tore through the city. Reached by phone this afternoon, Palmer declined comment.

Fighting violence

In the wake of all the upheaval of 2005, organizations like Fathers and Men United for a Better Trenton came together. Fathers and Men attempts to mentor young men and keep them from harming others, but this year has seen the killing continue despite their efforts.

"Fathers and Men is saddened from the deepness of their heart we have come to this point," said Jason Rogers, Fathers and Men president, as he loaded up food and gifts for the group's community picnic in Cadwalader Park tomorrow.

"We hope this killing will bring people together, from the community all the way up to the governor's house," Rogers said.

"People are fearful," said George Muschal, the city council president and former Trenton police officer, who sees businesses and residents moving out of the city because of the increasing violence.

"You've got to change the tactics, the way the police department is running," he said, and called for the return of the city's Tactical Anti-Crime (TAC) unit, or some other pro-active force.

"At least they had fear when they see the units pull up there," Muschal said. "Right now there is nobody challenging the individuals packing guns."

The New Jersey state troopers have surged into Trenton at least four times since early 2012. Now, on their Targeted Integrated Deployment Effort (TIDE), which kicked off Aug. 15, authorities are using more troopers and focusing on the East and West Wards in an attempt to quell violence.

Acting Attorney General John Hoffman's office said Thursday it believes the effort is working. Shootings have occurred nearly daily in Trenton since the springtime.

But after a robbery late Sunday night that left a 72-year-old man wounded, the city experienced a three-day window without a shooting victim until Nance was killed.

Rivera agreed with Hoffman and said that TIDE is having an impact. He sees troopers at work during evening rides he takes around the city to scope out what's going on in the streets.

"You can see the State Police," Rivera said. "They're stopping cars, they're asking questions. They're getting out of the cars, they're talking to the residents."

But Truitt, who watches as state troopers and Trenton police stop young men on Sanhican, said that few arrests are being made.

"They run 'em up, they line 'em up, they check 'em out and let them go," Truitt said.

The past and future

In 2005, the 31st homicide came just days before the year ended, one Dec. 28.

Jenero James Hall was 26 and an alleged affiliate of the Bloods street gang. He was shot three times in the head on Pearl Street near Benton Street, and found in a walkway between two homes.

Before 2005, Trenton's former record for homicides in a single year was 27. The mark was set in 1970 and repeated in 1979.

Police said today they were in the early stages of their investigation in the shooting that took Nance's life, and had no updates on the killing. No arrests have been made in the case.

Italian Peoples closed for a few hours Thursday while police investigated the homicide, but opened as soon as the police lines were moved back enough for customers to get in the door, Guagliardo said.

"We might close a couple of hours, but this won't deter us," he said.

Italian Peoples on Butler Street opened in 1936. The business name has grown to have locations in Morrisville, Pa., Mansfield, Ewing and Hamilton. Despite the city's increasing violence, Guagliardo said he won't close the Chambersburg location.

"We can't leave. We won't leave. People depend on us," he said.

Anyone with information on the homicide should call police at (609) 989-4170, or the Confidential Tip Line at (609) 989-3663.

This season of the most awaited and attractive part of the Dasara festivities, Yuva Sambrama and Yuva Dasara to be held between September 28 and October 12 will be monitored, where participants will not be restricted from wearing "obscene" clothes.

The Yuva Dasara, Yuva Sambrama sub-committee on Thursday instructed principals of all the colleges that attires of performers will come under "strict scrutiny".

In the preliminary meeting of the sub-committee with the principals of colleges, at Maharaja Centenary Hall, M N Nataraj, Working President of the sub-committee, said there were a incidents of misbehaviour on the part of performers as well as audience last year.

To prevent such happenings, the committee has taken a decision to follow a dress code where performers will not be allowed to wear short skirts, etc.

He argued that the audience largely comprised of youth, and skimpy attires would titillate them, evoking unruly behaviour like whistling and shouting during performances.

He said that Yuva Sambrama would be held from September 28 to October 3, while Yuva Dasara had been scheduled between October 7 and 12. Yuva Sambrama will provide the platform exclusively for college students. Best performers here will be selected to perform in Yuva Dasara. This year, the activities will be based on themes related to tradition and culture of Karnataka.

On the Gandhi Jayanti Day (October 2), he said that performances would be dedicated to Mahatma Gandhi, social reformers like Basavanna, Buddha and Ambedkar. Students will be asked to perform dances and skits based on these themes.

He said that colleges had to take up the responsibility of the students' behaviour backstage to ensure that there is no chaos.

Nataraj said that though the list of celebrities had not yet been finalised, singers including Sunidhi Chauhan, Usha Uthup, Sonu Nigam, Gurukiran, Daler Mehandi, K Krishna Kumar, Kailash Kher, Shreya Goshal have so far been contacted.

Deputy Director of Collegiate Education, Subbu Narasimha said that the event should
improve the reputation of the college and not diminish it.

He suggested the colleges too hold discussions amongst themselves before finalising the performances. He also said that students from other districts, as well as rural areas will be provided opportunity to perform on priority. Their performances will be scheduled before the performances of city limits, so as to ensure that former don't encounter difficulties in reaching their hometowns or villages after dark.

DDPU?Puttu said that while expenses of the degree colleges had been met, the same was not the case with PU colleges. The latter were allocated only Rs 20,000, each last year. He urged the sub-committee to look into the matter.

A?total of 197 principals of different colleges from Mysore, Mandya, Hassan and Chamarajanagar participated in the meeting.

Demands

* Two extra green rooms for girls and boys.
* Tighten security where there are groups of mischievous youth. Last year a lecturer was injured when the students began pelting stones during a performance.
* Sub-committee members should not yield to influence of colleges to get their shows advanced.

Gardaí arrest seven in biggest drugs raid of year - Irish Times

The biggest Garda drugs raid of the year to date has seen 120 members of the force move in and search premises link to Irish and foreign gangs involved in cannabis cultivation.

A total of seven suspects have been arrested; three from Ireland, two from Poland and one apiece from the UK and China.

While the value of drugs seized was small, at just over €100,000, gardaí said the strike was against a number of gangs and was aimed at disrupting their drugs enterprises.

Of the 11 premises raided where cannabis was discovered, gardaí found evidence of manufacturing in nine of those premises, suggesting commercial scale operations where drugs were being harvested, dried and packaged for sale as well as well as plants being cultivated.

Gardaí believe they have dismantled, at least temporarily, the manufacturing capability of a number of prolific criminal factions.

A total of 20 premises were raided in a follow up to Operation Nitrogen, which has been ongoing for a number of years and targets gangs involved in the grow house sector of the drugs underworld.

As well as the cannabis plants seized, gardaí also found a small quantity of cocaine.

The suspects arrested are all being detained under Section 2 of the Criminal Justice Act and were being questioned at Clondalkin, Blanchardstown, Donnybrook, Bray and the Bridewell garda stations.

The operation was intelligence-led and targeted against specific suspects, all carried out under the command of Assistant Commissioner John Twomey.

"It's important even when the finds aren't huge that we keep at these people, seize the equipment they have to install to grow these crops and undo the work they've done to set up the places to grow crops, with lighting and watering systems," said one Garda source.

Another source said while the sector has been dominated by mainly Vietnamese and to a lesser extent Chinese gangs in recent years, the arrest of three Irish men today was not unusual.

"There are Irish guys working with foreign gangs and there are other Irish criminals who've seen gangs come in from outside the country and set up grow houses and make money; so the Irish gangs will try to copy that and they are doing that."

News of the raid comes as the drugs trade has begun to rally having been hit hard since the economy collapsed in the 2007-2008 period.

The value of illegal drugs seized last year increased to €115.4 million. Total drug seizures topped €100 million annually in the economic boom years, but in 2009 fell to €42 million and was lower again in 2010 at €28 million.

Garda sources said that while any change in the value of drugs seized from year to year did not exactly mirror the growth or contraction in the overall drugs trade, the seizure figures were indicative of developments and that increasing values in seizures suggested an expanding drugs trade.

Like the legal economy, the drugs trade has been depressed because the disposal incomes that fuel recreational drug taking have collapsed.

'Obscene' £1.6m payment to Hull job-cut consultants - Yorkshire Post

Consultants have been paid £1.6m for overseeing a council job cutting programme.

Consulting giant Deloitte which was drafted in to help Hull Council modernise its business support section, has been paid £1.42m, while a separate consultant Jan Willis got £220,000 for 18 months work, a freedom of information request has revealed.

Unions have raised concerns over the process and claim it is an experiment that won't necessarily work.

They also question the amount of money paid drafting in consultants when the authority employs a number of highly-paid senior managers.

Coun Phil Webster, who holds the finance portfolio, gave a robust defence of the programme, but admitted: "My own personal view is that it is an obscene amount of money. If you need a car and you haven't got one, you have to ring a taxi and you end up paying the charge regardless. It is what you would call a captive audience."

Convenor for Unite, Peter Schofield said the council had been given a business plan which outlined £5m of savings, but it had "snowballed, time scales had been extended and it had ended up costing more and more."

A breakdown shows that Deloitte were paid £38,500 for a strategic business case and a presentation to the council's Cabinet; £331,500 for a "future organisational design" document, change and communications plans, and a final business case, including "implementation roadmap" options.

Another £440,000 went on stage three proposals and £260,000 on stage three B.

A communications and marketing review cost £35,000; a service support review £62,000 and business planning and service review £42,000.

The Yorkshire Post revealed earlier this year that axing jobs in finance, HR, IT and service support, as part of plans to create what officials describe as a business model "with e-enabled manager self-service at its heart" would cost up to £3.2m in redundancy payments.

Asked why there was no one in the council capable of carrying out the role Ms Willis is performing, the authority said: "The role comprises high level technical and business management skills that are not available within the council. The opportunity was advertised internally without success prior to a competitive procurement process."

Ms Willis, of Wow Consulting, is the programme director for organisational support review, while Deloitte have been paid separately for "professional services" in connection with the review.

Ms Willis was paid £81,375 between April and November 2012 for project management services for OSR and £140,000 as director between last November and September 30. She was also paid £9,295 for travel and accommodation for providing project management services.

Mr Schofield said: "At the end of the day we have heads of service who are paid £88,000 a year and a director of finance on £110,000 yet we are bringing in people who are paid more than their job. It is completely and utterly wrong and a waste of taxpayers' money."

Over 100 staff have already accepted voluntary redundancy, with another 40 agreeing to stay on for six months "to backfill to avoid any failure of services." A handful of staff have declined and are at risk of compulsory redundancy.

Coun Webster insisted they were already ahead on savings by £178,000.

He said: "Under the Liberal Democrats £7m taxpayers' money was spent and they achieved £3m of savings - that's failure.

"We are spending £1.6m and we are going to achieve £5.6m savings year on year. I have gone on record saying we will achieve that."

Coun Webster said an upgrade of computer systems would allow the "self-service" system to work in the third week of September. He said: "Before people would have to ring up finance to get a figure - they now can get it themselves. It is about empowering people at all levels to do their job." Deloitte declined to comment.

Hawks' Budenholzer Charged with DUI - Bleacher Report

The Atlanta Hawks tabbed former San Antonio Spurs assistant Mike Budenholzer to be their new head coach back in May, but his tenure with the organization has gotten off to a rocky start to say the least. He was arrested for DUI early Thursday morning, according to Zach Klein of WSB-TV in Atlanta.

WSB-TV is reporting that a Georgia State Patrol trooper pulled Budenholzer over for having no taillights. After the trooper smelled alcohol, however, he administered a field sobriety test and ultimately decided to arrest Budenholzer, who reportedly refused to take a breathalyzer test.

According to a spokesperson for the Atlanta City Jail, Budenholzer was charged with DUI as well as a taillight violation, and he was released on $1,524 bond at 3:45 a.m. ET on Thursday morning.

Fox 5 Atlanta is reporting that Budenholzer was also in possession of drugs and other substances.

According to MyFoxAtlanta.com, in addition to the aforementioned charges, Budenholzer has been charged with driving under the influence of drugs, driving under the influence of multiple substances, driving under the influence of alcohol and drugs and having an alcohol concentration exceeding 0.08 grams at any time within three hours of driving.

Chris Vivlamore of The Atlanta Journal-Constitution added:

Hawks president of basketball operations and general manager Danny Ferry, who was hugely responsible for Budenholzer's signing, released a statement regarding the incident, courtesy of The Atlanta Journal-Constitution's Mike Morris.

"Bud made us aware of the situation last night," said Ferry. "We are in the process of gathering more information and will have further comment at the appropriate time."

This incident obviously doesn't bode well for Budenholzer's future as the Hawks' head coach, which is unfortunate considering how much excitement there was surrounding his arrival.

Budenholzer spent 16 years as an assistant with the Spurs under Gregg Popovich, winning four NBA championships during his tenure. Budenholzer has never served as a head coach at the professional level, but he was a highly sought-after candidate this offseason.

It's entirely possible that Budenholzer has already ruined his big break, however.

Vegas club called obscene as Palazzo tries to evict it - San Jose Mercury News

LAS VEGAS -- It turns out that even in Sin City, some sins are hard to overlook.

The Palazzo hotel-casino on the Las Vegas Strip is trying to evict a 10-month-old nightclub for shows it says are so raunchy that they violate obscenity laws. It says actors -- some nearly naked -- toss condoms into the crowd and simulate sex acts and bestiality on stage.

The club is seeking a restraining order to halt the closure, arguing that simulated sex acts don't constitute obscenity.

Casino officials "were well aware of our brand," said Sean Dunn, special events director at The Act, in an email statement, adding that representatives of the hotel-casino have frequently attended shows and did not complain.

Las

Vegas Sands, which owns the casino, did not immediately respond to requests for comment.

The Act remains open for business while a district judge considers its fate, but the fight over its future has exposed an underlying reality in Vegas: While the city sells itself as a racy, no-holds-barred destination, there are limits.

"I think there's the perception that anything goes in Vegas -- there's no boundaries, no lines," said Lynn Comella, a professor of sexuality and women's studies at the University of Nevada, Las Vegas. "In reality, nothing could be further from the truth."

That perception, in part, is fueled by what tourists see.

Trucks roll down Las Vegas Boulevard advertising "hot babes" delivered directly to hotel rooms, the phone book is full of come-ons for escorts and private dancers, and taxis and billboards feature scantily clad women who leave little to the imagination.

While Las Vegas is also rife with strip clubs, tourists won't find them along the Strip or in the city's hotel-casinos. They can take in a topless stage show or lounge at a European-style topless pool, but they have to catch a ride to a side street to see strippers.

"The goal for Las Vegas was to be naughty enough to attract you but not naughty enough to repel you," said Michael Green, a history professor at the College of Southern Nevada.

The city -- which rises and falls on the pocketbooks of its 40 million annual visitors -- must balance the sexiness with the sensibilities of foreign tourists and large, multinational casinos.

"It's highly sexualized and gets a lot of mileage out of that, but it's a very particular version of that," Comella said.

In The Act's case, Sands executives notified club officials on April 26 that they'd crossed a line with the show and were no longer welcome in the $15 million space. The casino giant wants to evict it, ending a 10-year lease.

The casino notified club officials after undercover security officers went into the venue in March. The details of the show were laid bare this week in court, when an investigator apologized for getting graphic and looked pained while describing some kinky scenes.

The club contends Sands "manufactured this 'breach' in an attempt to improperly evict" it.

"We believe we are on the leading edge of the next evolution of nightlife in Las Vegas and that The Act fills a niche for patrons looking for an alternative to the typical Las Vegas big-box club scene," Dunn said.

Those who stray outside the limits of what is considered acceptable in the city risk invoking the wrath of the state's powerful Gaming Control Board and losing their lucrative gambling permits.

The board

smacked the Planet Hollywood casino with a $750,000 fine in 2009 amid accusations that employees at the independently owned Prive nightclub allowed toplessness, turned a blind eye to prostitution and physically and sexually assaulted patrons.

The board isn't investigating The Act and is waiting for the lawsuit to play out, according to chairman A.G. Burnett.

There's no doubt that Las Vegas markets itself as an adult playground, said Oscar Goodman, the larger-than-life former Las Vegas mayor who's often flanked by scantily clad showgirls, martini in hand.

"We have standards and we're not going to advocate illegal activity," he said. "Unless the sex goes out of the line, we embrace it."

Facebook Spammers' Obscene Earnings Mean Annoying Ads Aren't Going Away - The Stir

Facebook spamHave you ever clicked over to check your Facebook feed only to get slapped in the eyeballs with a giant screaming ad for ACAI BERRY DIET ENDR0RSED BY DR OZ!!11!!! Of course you have, because as hard as Facebook works to get rid of scams, hoaxes, and malware, they can't keep up with the slimy bastards that are infiltrating the site.

I've wondered more than once why spam doesn't just disappear -- at this point, doesn't it seem like most of us are savvy enough to recognize a request to "Click here for a free iPhone!!" as the phony offer it is? But according to the data recently shared with The Guardian by a team of Italian security researchers, Facebook spam is here to stay. Because -- I hope you're sitting down for this -- spammers who post bogus links to Facebook pages are earning about $200 million per year for their efforts.

$200. MILLION. Hell, I might consider going into the spam business for that kind of cash.

These security experts say that spammers typically use link-shortening services such as TinyURL and bit.ly to mask the true destination of the link, and Google is raking in some cash from these scam artists' services, because about 9 percent of the spam pages they studied were using Google AdSense. But the real money goes to the folks who are busy posting those ripoff links:

The spam posters get paid an average of $13 per post for pages that have around 30,000 fans, up to an average of $58 to post on pages with more than 100,000 fans. If we consider these two as extremes, the pages we analyzed generate 18,000 posts per day, times the revenue per post — ranging from $13 to $58 — 365 days per year.

The average in earnings studied was just over $200 million annually. Sleazy third parties are paying the spammers to post these links, and the spammers themselves say they provide a valuable service. According to one spammer who spoke with the research team via Skype,

Every day, I materialize funny and interesting content full of phrases and so forth that is shared and liked by thousands of users. Without the fan pages, Facebook would be an empty place. Tell me how many links do you see shared by your friends on your Timeline every day? You see: The answer is simple.

Some spammers are setting up fake fan pages and start selling links once they've built enough enough Likes for the page. Others use aggregate websites to sell their "black marketing" talents -- they're freelance spam-creators.

It's bad enough to know people are making so much cash from this site-sullying practice, but the competition for profits really makes folks sink to despicable levels. Example: the research team actually found somebody who was selling a page dedicated to the memory of the victims of the Boston terrorist attack for $1,000.

As for Facebook, they say protecting its users is a "top priority," and they have a number of systems in place to identify potentially harmful links:

In the meantime, we have been blocking people from clicking through the links and have reported the bad browser extensions to the appropriate parties. We believe only a small percentage of our users were affected by this issue, and we are currently working with them to ensure that they've removed the bad browser extension. We will keep improving our systems to ensure that people continue to have a safe experience on Facebook.

They can keep trying, but as long as spammers are being rewarded so handsomely for their enterprising content creation and crummy links, they'll keep coming back.

Did you have any idea Facebook spammers could make this much money per year?

Nyuk Hwang, Edmonton Murder Suspect, Charged In Husband's Death - Huffington Post Canada

A 52-year-old Edmonton woman has been charged in connection to her husband's death.

Nyuk Hwang was charged Tuesday with second-degree murder after autopsy results revealed that 56-year-old Teck Hwang was severely beaten, and died from blunt drastic trauma early Monday morning, police said in a news release.

"(It's) something I, personally as a homicide investigator, have never heard of before. It was described by the medical examiner as a very severe beating type injuries," EPS Homicide Staff Sgt. Bill Clark said to Metro News, adding that there were indications an object was used in the beating.

Paramedics responded to a medical distress call at a home near 84 Street and 160 Avenue around 10 p.m. Sunday, where they found a man in cardiac arrest.

Paramedics noticed the man was injured and he was was transported to hospital, where he stopped breathing several times but was revived by hospital staff.

He died around 2:50 a.m. on Monday, police said. The incident is being called a case of domestic violence.

Nyuk Hwang was previously charged with assault causing bodily harm in 2008, and served a three-week sentence, according to Global News. The couple's teenage son, who was at home during the incident, is traumatized and in touch with children's services.

"I can't encourage the public enough to get involved and contact police immediately, if they have information about a domestic violence situation. They might just save a life," said Sgt. Clark.

Nyuk Hwang's first court appearance is scheduled for Wednesday.

Son of Marion Barry arrested on drug charges in Virginia - Washington Times

WASHINGTON, August 29, 2013 — The son of Washington D.C. Council Member and former mayor Marion Barry (D Ward-8) was arrested earlier this month in Hampton, Virginia and charged with possession of marijuana and driving under the influence.

Marion Christopher Barry, 33, was arrested on August 16, 2013 during a traffic stop for erratic driving. Hampton police spokesperson, Sergeant Jason Price, said that officers found what is believed to be marijuana on Barry and in the car as well as suspected synthetic marijuana.

Barry was released into his own custody and is expected to appear in Hampton General District Court on November 13.

This is not the first time the younger Barry has been in trouble with the law for drug possession.

In 2011 he was sentenced to 18 months of supervised prohibition for felony possession of PCP and misdemeanor marijuana possession, and avoided prison time.

Marion Christopher Barry was originally sentenced to six months in jail for the 2011 felony, but D.C. Superior Court Judge Robert E. Morin suspended the sentence and ordered Barry to drug and grief counseling.

Barry's mother, Effie, died in 2007 of acute myeloid leukemia and the judge believed that her son's drug use was used to "self-medicate for the grief." Morin said, "You have a significant substance abuse issue that has gone untreated since your mother's death."

Barry's grandmother Polly Harris, Effi Barry's mother, said her grandson started using "heavy drugs" after his mother's death.

"He hasn't been doing good at all," Harris said. "He misses his mother. Even when she was sick, she would take the time and talk to him until 3 or 4 in the morning. She always had time for him."

Harris blamed her grandson's drug use on Marion Barry (D-Ward 8), a former D.C. mayor.

"All of my grandson's problems are laid right at the feet of his so-called father, Marion Barry," Harris said. "He was never a father. He was never home."

Barry's father, Marion Barry, was sentenced to six months in prison for his own drug arrest in 1990.

When the elder Barry was still mayor of WashingtonD.C., he was arrested after smoking crack cocaine in a hotel room with a longtime female friend who had agreed to work with federal authorities who had been investigating Barry on suspicion of illegal drugs over the previous year.

The encounter took place over an hour and was video and audio taped.

Barry was charged with three felony counts of perjury, 10 counts of drug possession, and one misdemeanor count of conspiracy to possess cocaine, even though the cocaine belonged to the government informant.

After his arrest and through his trial, Barry continued as mayor but decided in June 1990 not to seek re-election as mayor.

Barry was released from prison in 1992, and two months later filed papers to run for the Ward 8 city council seat in that year's election. Barry ran under the slogan "He May Not Be Perfect, But He's Perfect for D.C."

After his first term in the City Council after winning 70 percent of the vote, Barry ran for and won his fourth term as WashingtonD.C. mayor.

Barry decided against running for a fifth mayoral term and instead returned to the City Council where he has remained since 2002.

In July of this year, Marion Barry and Tommy Wells, City Council Member from Ward-6 introduced a bill to decriminalize the possession of small amounts of marijuana.

Under the provisions of the bill, the penalty for the possession of less than one ounce of marijuana will be dropped to a civil penalty punishable by a $100 fine; it is currently a misdemeanor offense that can be met with six months in prison and a $1,000 fine. The bill would also mandate that minors caught with less than an ounce of marijuana attend a drug awareness program.

Even if his father's bill were to pass, Marion Christopher Barry would not benefit, since his possession charge is in the state of Virginia where the laws are notoriously harsh.

Unlike other states, Virginia does not recognize the differences in the amount of marijuana one possesses. One ounce or several, the same charges are applied.

Since this is not Barry's first time being charged with marijuana possession, he will face the possibilities of harsher penalties. He can be sentenced this time, up to one year in jail and a fine of $2,500.

No member of the Barry family has made a statement of the latest drug arrest.

The AfPak Channel: At least 26 people killed and 85 injured in attacks across ... - Foreign Policy (blog)

Increased violence

At least seven people died and nearly 60 were injured in Ghazni province on Wednesday when Afghan Taliban fighters attacked the base of a local Provincial Reconstruction Team (AJA, NYT, Pajhwok, RFE/RL).  According to Col. Assadullah Khan Ensafi, the deputy police chief in Ghazni, the attack began around 4:00 p.m. when a truck bomb exploded at the southern entrance to the base.  Between seven and ten Taliban gunmen then stormed the base's perimeter but were shot and killed before they could move further into the facility.  Sgt. Peter Dean, a spokesman for NATO's International Security Assistance Force (ISAF), confirmed the attack but did not have any information on foreign casualties.  The base is staffed primarily by Polish soldiers, and Maj. Marek Pietrzak, a military spokesman in Warsaw, said 10 were wounded in the attack (AP).  A spokesman for the Taliban, Zabiullah Mujahid, claimed responsibility for the attack in a letter sent to journalists.

Mujahid also claimed responsibility for an attack in Farah province on Wednesday that killed 15 Afghan National Police officers, including the commander of the 40-person unit, and wounded 10 others (Pajhwok, RFE/RL).  According to Abdur Rahman Zhwandai, the governor's spokesman, the incident took place as the officers inspected security posts along the Herat-Kandahar highway (AP).

In Lashkar Gah, the capital of Helmand province, at least four Afghan civilians were killed and 15 others were injured on Wednesday when a suicide bomber detonated his explosives-laden vehicle next to a convoy of foreign troops (AP, NYT, RFE/RL).  An Afghan police official said there were casualties among the coalition soldiers but an ISAF spokesman denied that report, saying that none of the targeted soldiers were killed or wounded (AJA).  No one has claimed responsibility for the attack but Afghan officials are blaming the Taliban.

"Targeted operation"

Reacting to a statement from Altaf Hussain, the leader of the Muttahida Qaumi Movement (MQM), demanding that the Pakistani army take over the city administration in Karachi, the government has created a blueprint for a "targeted operation" intended to restore law and order in the city (ET).  Prime Minister Nawaz Sharif held a special cabinet meeting on Wednesday to discuss the worsening security situation and weigh potential options for dealing with the increase in violence.  During a press conference after the meeting, Chaudhry Nisar Ali Khan, the Interior Minister, said: "There is no need for a full-scale military operation...as scores of target killers, extortionists, and criminals have already been identified."  He added that there were two operational plans under consideration: one would have the paramilitary Sindh Rangers lead the operation, the other would form a committee with representatives from the business community, media, and political parties who would then oversee the operation.  The plan will be decided on at another special cabinet meeting to be held early next week.

While they wait for the government to decide between the ministry's two plans, law enforcement authorities in Karachi began conducting search-and-arrest operations on Thursday, taking several suspects into custody and seizing a number of weapons (Dawn).  Members of political parties, including the MQM, were also detained in the operations, causing MQM members to walk out of the National Assembly on Thursday in protest (ET).  Khan said the situation would be addressed but also asked that the Pakistan Peoples Party, which is currently leading Karachi's city administration, be given more time to deal with the security situation.

Pakistan's Senate committee on information and broadcasting approved a draft version of a "Freedom of Information Law" on Wednesday, after eight months of deliberations, and will submit it to the Senate Secretariat on Thursday (Dawn).  Kamil Ali Agha, the committee's chairman, told reporters that the bill would give members of the media and the general population access to all types of information - classified and unclassified.  Agha added that the bill covers all government departments, and any decisions those departments make will be placed on a website for public disclosure.

Pakistani officials, led by Foreign Secretary Jalil Jilani, concluded a two-day visit to Russia on Thursday, wrapping up a "strategic dialogue" that focused on economic, political, and security cooperation, as well as regional and international security concerns (RFE/RL).  While the exact outcomes of the discussions are unknown, Islamabad has backed Moscow's bid to gain observer status in the Organization of Islamic Cooperation and in turn, Russia helped Pakistan become an observer in the Shanghai Cooperation Organization.

Buildings in Lahore, Sheikhupura, Gujranwala, and other nearby areas were evacuated on Thursday as an earthquake rocked the region (ET).  The exact intensity of the quake and the scope of any resulting damage are not yet known.

Golfing in Swat

Imtiaz Hussain, the Deputy Commissioner in Swat, announced on Thursday that Pakistan's Kabal Golf Course is reopening for the first time since 1992, when increased militancy and other issues in the area shuttered the facility (Dawn).  Kabal, the largest golf course in the country, is celebrating its re-opening by holding a three-day open tournament that includes 200 golfers, 81 of which are senior professional and professional players.  Hussain said the tournament is designed to promote tourism in the alpine valley, and that they are hoping to "give a message to the people that Swat is peaceful now and they can come here without any fear."
