Most of the victims were asleep in their homes when the fire broke out at the Nayanagar slum in the southern area of Mahim, the IANS news agency reported, citing disaster management officials.
Seven people were injured and local officials said the death toll could rise further. The cause of the fire was not known.
Seven fire engines and eight water tankers fought the blaze that gutted 50 shanties and brought it under control in four hours.
