Police arrest 10 for drug sales - Winona Daily News

Winona police and sheriff's deputies paid unwelcome visits to 10 local entrepreneurs Tuesday afternoon and evening.

Drug investigators, with the help of undercover informants, have been purchasing a variety of drugs from the 10 dating back to July, according to the police and sheriff's departments. All 10 were arrested without incident and made their first appearances in Winona County District Court on Wednesday morning.

According to court documents, those arrested and charged are:

  • Jason Lee Peterson, 33, of Winona, charged with one count of fourth-degree controlled substance crime (sale of plant food), and one count of sale of a legend drug (Tramadol). The sales were made to a confidential informant Jan. 15.
  • Fredrick Mack Jr., 52, of Winona, charged with one count of third-degree controlled substance crime — sale of Dihydrocodeinone. The sale was made to a confidential informant on Nov. 13, 2012.
  • Rodney Lee Williams, 54, of Winona, charged with one count of third-degree controlled substance crime — sale of oxycodone. He is accused of selling two 20-mg pills to a confidential informant Oct. 10, 2012.
  • Joseph Addison Simmons, 32, no permanent address, ischarged with one count of second-degree controlled substance crime (sale of cocaine). He is accused of selling 3.84 grams of cocaine to a confidential informant Sept. 10, 2012.
  • Paula Rae Stolpa, 43, of Stockton, charged with one count of third-degree controlled substance crime (sale of Alprazolam), and one count of sale of a legend drug (Tramadol). The sales were made to a confidential informant on Dec. 18, 2012, and Jan. 22, 2013.
  • Randy James Larson, 50, of Winona, charged with two counts of third-degree controlled substance crime (sale of Dihydrocodeinone). The sales were made to a confidential informant July 26 and Oct. 26, 2012.
  • Sean Michael Fenske, 38, of Winona, is charged with two counts of third-degree controlled substance crime (sale of methamphetamine). He is accused of selling a confidential informant 0.41 grams of meth on Oct. 4, and 0.99 grams on Oct. 16, 2012.
  • Brittany Kathleen Kalmes, 32, of Winona, charged with two counts of second-degree controlled substance crime (sale of methamphetamine in a school zone) and one count of making terroristic threats. She is accused of selling a confidential informant 1.85 grams of meth on Aug. 14, 0.48 grams on Aug. 16, and 2.14 grams on Aug. 22, 2012. During the Aug. 22 sale, she said she would have to kill the buyer if the person was an informant, according to court records.
  • Timothy John Palubicki, 45, of La Crescent, Minn., charged with two counts of third-degree controlled substance crime (sale of Dihydrocodeinone). He is accused of selling a confidential informant six pills on Aug. 30 and six pills on Sept. 4, 2013.
  • Harold Albert Skroch, Jr., 48, of Winona, charged with three counts of third-degree controlled substance crime (sale of methamphetamine), one count of third-degree controlled substance crime (sale of heroin), and one count of third-degree controlled substance crime (sale of Dihydrocodeinone). The methamphetamine sales were made to a confidential informant on July 25, July 30, and Aug. 1, 2012. The heroin sale was made on Aug. 1, and the Dihydrocodeinone was sold on Aug. 3, 2012.
