Police have arrested 14 people in an operation targeting drug syndicates in Queensland and New South Wales.

Officers say a cross-border drug syndicate was using a car park at Brisbane's domestic airport as a distribution point.

Detectives in Queensland and NSW have seized heroin and methylamphetamine with an estimated street value of between up to $2 million.

They also confiscated around $700,000 cash as part of the long-running Operation Lima Rune.

The ABC witnessed one of the arrests outside a Mexican restaurant in South Brisbane on Wednesday.

Members of the public watched as a man was handcuffed and taken into custody.

Plain clothes detectives seized a bag containing more than $200,000 from the boot of his car. Detectives also seized mobile phones and paperwork.

Police carried out more arrests late yesterday.

Detective Inspector Rod Kemp says the drugs are believed to have come from Vietnam.

"We're not sure how it came from Vietnam - we're still following that up," he said.

The drugs were to be sold in Brisbane's Fortitude Valley and Surfers Paradise on the Gold Coast.

Fourteen people have been arrested on a total of 419 charges.

All but one have been released on bail to appear at a later date.
