Raleigh police arrest four on drug-trafficking charges - News & Observer

— Police made arrests on trafficking charges involving heroin and cocaine that put three people in jail with bails of $1 million or more while awaiting court appearances Monday.

A fourth person was being held in lieu of a half-million-dollars bail.

In the heroin case, investigators arrested Rockmeyer Jumar Wiggins, 33, of 551 Edwards Fork Road in Scotland Neck; Jammelah Abdelrazzag Al-Raggad, 23, of 2803 Casona Way in Raleigh, and Heather Michelle Duffer, also 23 and also living at the Casona Way townhouse.

The three were arrested at the townhouse about 3 p.m. Friday, and all three were charged with trafficking in heroin and maintaining the dwelling to keep or sell drugs.

Arrest warrants said police found 34.41 grams of heroin, which is about 1.2 ounces, but magistrates set bail for Wiggins at $1.5 million, for Al-Raggad at $1 million and for Duffer at $500,000.

In the cocaine case, Kevin Lewis Sorrell, 34, of 1940 Bakers Grove Way in Raleigh was charged with trafficking and maintaining a small house at 824 Hadley Road to keep or sell drugs.

In their arrest warrant, police listed Hadley Road as Sorrell?s address and said he had more than 400 grams of cocaine.

Under state law, any amount more than 400 grams qualifies for the most-serious trafficking charge, which carries a sentence of 175 to 222 months if someone is convicted.

Police did not say in the warrants the exact amount of cocaine they confiscated.

Sorrell was being held in lieu of $1 million bail.
