Reports didn't indicate court dates for some of the arrested individuals.

"They all were there doing and buying drugs," Capt. Blovsky alleged. "It looked like they were all (Foster's) customers."

He said Foster was the "main target" of the search warrant, adding that his residence is a "place where drugs are sold and they can do their drugs there, too."

"All of them were just there doing drugs, basically," he continued. "There was definitely a lot of drugs being sold out of (that residence)."

Capt. Blovsky further alleged that each arrested individual possessed the drugs and paraphernalia on their person or in their personal property at the scene.

But he didn't offer comment on their physical conditions at the time of arrest.

"It's hard for us to say (if they were using the drugs that night)," Capt. Blovsky said. "We just arrested them for their possessions. (They) had small quantities for personal use."
