Police surveillance nets arrests, drugs - Worcester Telegram

WORCESTER ?  An Ingleside Avenue man was arrested after police found heroin in his sport-utility vehicle today, and later found more drugs after searching what police described as a "stash house."

Police said officers with the Vice Squad were conducting surveillance on Grafton Street in the Billings Square area in response to citizen complaints of street-level drug dealing.

Officers saw a Honda Pilot driven by Felix Carpio, 48, of 218 Ingleside Ave. Mr. Carpio was the subject of the officers' surveillance. Police said they followed the Honda to Elm Street, where it stopped after a man approached on foot. The man appeared nervous and was looking around before he got in the Honda, which then made a few turns on side streets and then came to a stop. Officers, believing a drug deal had just taken place, approached the Honda and saw the two men frantically moving around.

According to police, in plain view on the back floor of the Honda was a gram of heroin. In the same area, another officer saw a small pill bottle containing 28 half-grams of heroin.

Police said officers told Mr .Carpio they had knowledge of two addresses he had, and said a search warrant would be obtained to search them. Police said Mr. Carpio lives at 218 Ingleside, but also kept a "stash house" at 86 Brooks St.

The search of 86 Brooks St. produced three bags of heroin totaling 150 grams, packaging materials, notes, grinders, masks, and other drug paraphernalia, police said. The search of 218 Ingleside Ave. produced packaging materials and $1,255 in cash.

Mr. Carpio also had default warrants for various drug offenses under the names Octavio Guerrero and Edwin Luna, police said. He was arrested and charged with possession of heroin with intent to distribute, heroin distribution, trafficking in 100 to 199 grams of heroin, and conspiracy to violate a drug law.

The other man in the Honda, Jason Taylor, 34, of 27 West St., was also arrested and charged with possession of heroin, knowingly being present where heroin is kept, and conspiracy to violate drug laws.
