The Soviet-made Ilyushin-76, which was registered with local Aero-Service company, crashed at around 5:30 p.m. local time (1630 GMT). The plane was coming from Congo's second-largest city, Pointe Noire, and tried to land during heavy rain.
The casualties include residents on the ground as the aircraft crashed in a residential area in the Makazou neighborhood of Brazzaville.
Ambulances rushed to the crash scene, but emergency workers were hampered by the lack of light as well as thunder shower.
Debris of the plane was seen scattered in a large area. Firefighters managed to extinguish the blaze of a part of the plane that had fallen into a ravine. They used their truck lights to try to illuminate the scene of the crash.
Emergency workers could at last identify the body of the plane's Ukrainian pilot, and covered the corpse in a blanket.

The crash came just two days after 10 other people were killed when a Boeing 727 cargo plane flying from Lagos crashed in Accra, the capital of Ghana, and hit a bus.
Authorities said the crew of four survived. The bus was severely damaged, while the plane's wings and tail broke off from the fuselage.
